This vacancy is for a IT Cybersecurity Specialist in the Bureau of Industry and Security within the Department of Commerce.

As a IT Cybersecurity Specialist, you will perform the following duties: Serves as a technical expert on cybersecurity issues involving technologies and services under the jurisdiction of the Department of Commerce. Leads and reviews requirements for technical projects involving information systems and cybersecurity matters. Develops and formulates regulatory policy, evaluations, and recommendations involving technology and services. Serves as an Office liaison with industry and integrates industry economic and regulatory concerns into Department regulations. Leads multi-agency working groups or task forces and prepares briefing materials for senior Department officials. Develops, revises, and writes technical portions of agency guidelines affecting industry and government stakeholders. This Job Opportunity Announcement may be used to fill other IT Cybersecurity Specialist GS-2210-12/13, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

This position requires a TOP SECRET/SCI CLEARANCE: Any required investigations and clearances must be completed before the selectee can be placed in the position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use of possession of drugs. A probationary period may be required. Selective Service: Males born after 12/31/59 must be registered or exempt from Selective Service (see https://www.sss.gov/). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:- Applying cybersecurity principles, concepts, and techniques to evaluate one or more information and communications technology (ICT) environments, such as information systems, network, software applications, cloud environments, telecommunications technologies, or similar technologies; and Reviewing technical requirements, data, or system information to identify cybersecurity risks, vulnerabilities, or technology-related issues and support the development of technical solutions; and Developing or contributing to technical analyses, reports, guidance, recommendations, or other written products related to cybersecurity or information technology matters; and Coordinating with internal stakeholders, external partners, or technical personnel to exchange information and support cybersecurity, information technology, or technology-related projects. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Applying advanced cybersecurity principles, concepts, and techniques to analyze one or more complex information and communication technology (ICT) environments, such as information systems, telecommunications technologies, networking infrastructure, cloud environments, software systems, or similar technologies, to identify cybersecurity risks and vulnerabilities; and Designing, evaluating, or recommending cybersecurity solutions, mitigation strategies, or technology approaches to address cybersecurity, information systems security, or technology-related issues; and Independently developing technical analyses, reports, recommendations, guidance, or other written products involving cybersecurity, information technology, or technologies and services withing an organization's mission or jurisdiction; and Providing technical advice and coordinating with stakeholders, industry representatives, government partners, or project teams regarding cybersecurity, information systems security, or technology-related matters.
