The Executive Director, Threat Management Operations, is located within the DHS Headquarters Management Directorate, Office of the Chief Security Officer (OCSO). OCSO oversees DHS-wide security authorities, including personnel, physical, operations, foreign access, insider threat, administrative, special, and internal security investigations, identity management, security training and awareness, and emergency preparedness.
The Executive Director, Threat Management Operations Directorate reports directly to the Chief Security Officer (CSO) and applies management and executive-level knowledge to manage multiple projects relating to the substantive programs, goals, priorities, policies and commitments of the constituent divisions, the OCSO, and the DHS. Specific responsibilities include: Responsible for performance management and reporting, schedule/task management, special projects planning and oversight and portfolio management. Blends leading-edge technical thinking with analytical skills to accomplish a broad range of mission tasks. Conducts short- and long-term planning to evaluate the actual and potential risks to the Department, and the ways and means to manage risk. Develops project plans, directs preparation of project plans and test plans, coordinates plans with appropriate stakeholders, develops schedules, milestones and funding requirements documentation and long-range plans for improving the reliability of strategic approaches under development. Identifies and evaluates major programmatic issues that may require mitigation and planning and develops proposals and recommendations to address them. Provides strategic direction and planning for the TMO. Maintains awareness of, and information about, the overall status of financial resources. performs cost analyses and funding requirements for enhancements to the TMO. Ensures that strategic and operational mandates for DHS are optimally performed, to include identifying areas for performance measurement and quality improvement and leading strategic development and administration of quality assurance activities throughout the OCSO. Works with the CSO to establish annual TMO strategies, goals and objectives. Leads OCSO leadership and functional managers in the design and performance and planning measures that support the strategic direction of the TMO. Chairs or participates in inter--departmental meetings, conferences, interagency task forces, governmental seminars, inter and intra-agency governmental working groups, counsels, committees and other governmental and industrial associations throughout the security community. Evaluates and oversees the development, implementation and coordination of policies. programs and operations for agency program officials. Responsible for developing policy and guidance and participating in various councils, professional organizations, and working groups, both internal and external to the DHS. Continually fosters effective and harmonious working relationships with other agencies. both domestically and abroad, for purposes of sharing and gathering pertinent information regarding new and emerging technologies that will advance and improve DHS capabilities. Represents the DHS at high-Ieve1 inter-departmental meetings. conferences, interagency task forces, and governmental seminars throughout the security community. Performs key decision-making and policy developing responsibilities in very difficult assignments such as planning for significantly new or far-reaching requirements or serving as a technical expert on interagency study groups for resolving problems in existing security systems and programs requiring innovative solutions. Maintains an expert working knowledge of all traditional security disciplines (physical, personnel, information, administrative, industrial, etc.), as well as criminal and administrative investigations and cyber/digital forensics. Keeps abreast of changes and advances in these areas, as well as how information technology and cybersecurity impact traditional security disciplines. Attends seminars, training courses and other presentations offered by both government and private sector organizations in order to maintain an expert level of knowledge related to these security-related functions and the enterprise risks associated with the convergence of security and technology.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated experience in developing policies and procedures across all traditional security disciplines including physical, personnel, information, administrative, and industrial security as well as conducting criminal and administrative investigations and cyber/digital forensics for a large, geographically dispersed, multi-agency organization. TQ 2: Demonstrated ability to evaluate and recommend new initiatives for insider threat programs, administrative and criminal investigations involving personnel and resources, and provide cyber forensics technical support for investigations. These efforts have contributed to improving the efficiency and effectiveness of security service delivery through modification and adaptation of existing processes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Detailed information on each ECQs, the underlying and fundamental competencies, and information regarding the Structured Interview QRB (SIQRB) Process are available in the "Guide to Senior Executive Service Qualifications and the Qualifications Review Board." Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Veterans Preference: Veterans' preference is not applicable to the SES. Current or Former Political Appointees: OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch.
